The system would work if the smaller market teams would re-invest the money they receive back into their rosters. They are free to spend the money however they wish. There were reports a few years ago that the Reds used the millions received in luxury taxes for staff Christmas bonuses and not one penny was put into the farm system, keeping young players, or any significant free agent signings. New rules need to be established to enforce how the money is spent.
